Textile industry faces four "new normal"
Wang Tiankai, President of China Textile Industry Federation, pointed out that from the external situation, the current textile industry is mainly facing four new normal trends.
First, the upgrading of domestic consumption structure has been accelerated. With the improvement of consumption level of urban residents in China, under the condition that textile and clothing as daily necessities have been basically met, personalized and diversified instead of quantity expansion has increasingly become a new consumption trend. It has become an important mission of the textile industry in the new era to better meet the high-quality requirements of consumers on fashion, functionality and ecology of clothing products.
Second, the adjustment and reconstruction of international competition pattern. The international market has been in a slow recovery cycle for a long time. The growth of market demand in developed economies is slow, and developed countries restart the industrialization process and strengthen the control of textile industry chain. Emerging economies participate in the adjustment of international industrial layout, textile manufacturing capacity improves rapidly, textile industry system construction is gradually strengthened, international competition is more intense, the cost comparative advantage of China's textile industry is significantly reduced, and the pressure to participate in international competition is highlighted.
Third, the comparative advantage of production factors has changed. China's labor force growth has entered a turning point. The shortage of human resource structure in textile industry has become the norm. The labor cost has increased rapidly, and the comparative advantage has basically disappeared. The market-oriented reform of domestic cotton circulation system has not yet been completed. The quality, quality and price of fiber raw material supply are still important challenges for textile industry.
Fourth, the constraints of resources and environment have been strengthened. With the development of economy, the contradiction between carrying capacity of resources and environment is further intensified. The bottleneck of resources and environment faced by textile industry is increasing, and the national control standards of water and air pollution emissions are increasingly strict. Now the industry's hardware and software strength to force differences between standards, so that the ecological environment protection industry is facing an urgent task.
The development of the industry will present four new characteristics
First, in the face of the new changes in the external situation, the textile industry will mainly present four new features: first, the economic growth will gradually slow down and shift. However, with the change of external market environment and factor cost, the total economic growth of the textile industry has begun to gradually change from high speed to medium speed ”Since then, the growth rate has been significantly lower than that during the 11th Five Year Plan period. By 2014, it had slowed to single digit growth. During the 13th Five Year Plan period, the growth rate of the industry and the total amount will still be in the space of slowing down, but it does not mean that the industry will decline. The deepening of industry adjustment and the improvement of industry competitiveness will still maintain the development at the medium speed level.
Second, structural adjustment supports the stable development of the industry. There are structural contradictions and problems in the textile industry in the aspects of new raw materials, terminal products, industrial layout, production capacity and enterprise organization. It is necessary to further optimize the reasonable layout of the textile industry in the process of transformation and upgrading, and give full play to the driving role of new growth points such as producer service industry. At the same time, efforts should be made to resolve the problems of phased overcapacity and insufficient competitiveness of small and medium-sized enterprises. The efficiency improvement driven by the optimization of industrial structure will be conducive to the downward growth of hedging industry economy and become the fundamental support for stable economic growth of the industry.
Third, innovation drives the transformation and upgrading of the industry. Strengthening innovation drive is the fundamental way for the textile industry to effectively meet the upgrading requirements of domestic demand, crack down on the constraints of production factors and resources and environment, and enhance international competitiveness. It is also an inevitable requirement for the industry to adapt to and guide the development of the new normal. In the fields of scientific and technological progress, product development, brand building and enterprise management, the industry has vigorously strengthened innovation investment, focused on improving the innovation system and mechanism and cultivating talents to meet the needs of innovation, so as to make independent innovation ability become the core competitive advantage of the textile industry and a new engine to drive the transformation and upgrading of the industry.
Fourth, the allocation of resources to optimize the textile development pattern. The restriction of factor resources and the aggravation of international competition will promote the textile industry to continuously optimize the allocation of resources and improve the development efficiency. Therefore, the industry will further strengthen the green ecology and sustainable development in the consumption and use of resource elements. The industrial layout should be more closely combined, and the advantageous resources at home and abroad should be more fully utilized according to the resources and environmental conditions of different regions and countries.
Manufacturing industry upgrading into a new global trend
"New normal" means the normal development trend and state in the future. Pan Jiancheng, director of China's economic climate monitoring, said that after China's economic growth continued the flat bottom trend for three years, this trend will continue in 2015, and the structure will be optimized. Judging from the external environment, the global economy is not warm or hot. The U.S. economy is recovering moderately, while Europe and Japan are not motivated enough. Among the emerging market countries, India has a good momentum of development, but other countries are not motivated enough. Brazil's economy is in a recession stage. Russia's oil price drop will also drive Russia's economy into recession because of the sanctions from the United States and Europe. The momentum of emerging market countries as a whole is underdeveloped.
Li Yizhong, President of the China Federation of industrial economics, pointed out that all countries in the world are focusing on the adjustment and reform of economic structure. The third industrial revolution, which combines a new generation of information technology with manufacturing, new energy, new materials and biotechnology, is quietly rising. In the developed countries, the United States absorbed the painful lessons of over reliance on the virtual economy, the bubble and the financial crisis. In 2009, the United States proposed Reindustrialization and local reunification to revive the manufacturing industry. Germany proposes industry 4.0, and the European Union proposes that the proportion of industry in GDP should be increased from 15.1% in 2011 to 20% in 2020, with an increase of 5 percentage points in nine years. Japan has released its manufacturing competition strategy, and the new country is rapidly establishing its own modern industrial system from a high starting point.
The change of external characteristics puts forward higher requirements for enterprises to adjust and transform. The pressure and challenge of enterprise development will continue to increase, but at the same time, it implies the opportunity of external development and the driving force of industry self-improvement. In the future development, the industry should be more closely combined with the dynamic trend of market development, and the development strategies such as scientific and technological progress, brand building, ecological civilization and personnel training should be implemented. Resolve the internal structural contradictions pertinently and grasp the external situation and internal essential requirements of the new normal of the industry. Only by strengthening the connotative development, can we obtain more development space from its own transformation and upgrading.
